  Chairman Robin Taylor called the Judiciary Committee meeting                 
  to order at 1:55 p.m.                                                        
                                                                               
  SENATOR  TAYLOR   returned  SB  67   (MENTAL  HEALTH   TRUST                 
  AMENDMENTS)  to  committee  and  announced  it would  be  on                 
  teleconference to Anchorage, Fairbanks, and Petersburg.                      
                                                                               
  SENATOR TAYLOR first called on  RICK JOHANNSEN, attorney for                 
  the Mental Health Coalition supporting SB 67, to testify.                    
                                                                               
  MR.  JOHANNSEN  reviewed  his  previous  testimony  from the                 
  Judiciary  Committee meeting  of 3/24/1993.   He  explained,                 
  since  then,  he  had  met  with  representatives  from  the                 
  Departments of Law and Natural Resources, and he thanked the                 
  departments for their constructive comments and suggestions.                 
  In reference to the proposed committee substitute brought to                 
  committee, he said it was the product of those discussions.                  
                                                                               
  MR. JOHANNSEN referred to  the proposed committee substitute                 
  as a combination  of the original bill,  previous amendments                 
  considered  by   the  committee,  and   further  refinements                 
  developed with the Department of Law and DNR.                                
                                                                               
  MR. JOHANNSEN presented the committee substitute for further                 
  action by the committee, and  he explained there were  three                 
  significant changes:                                                         
                                                                               
       1.  In  Section 2,  a  change  to the  land  management                 
       position.                                                               
                                                                               
       2. A clarification to the manner  in which the title is                 
       conveyed to the reconstituted trust.                                    
                                                                               
       3. A  mechanism for  finding DNR's  mental health  land                 
       management duties from  the mental health trust  income                 
       account.                                                                
                                                                               
  MR. JOHANNSEN described  the other  changes as technical  in                 
  nature and clarified the intent  of the amendments discussed                 
  in the meeting  of 4/24/93.   He said they also  represented                 
                                                                               
                                                                               
  existing settlement  concepts fleshed  out in the  committee                 
  discussion.

  MR. JOHANNSEN  concluded with  addition  information on  the                 
  three changes as listed at the beginning of his testimony.                   
                                                                               
  SENATOR JACKO moved to adopt CS FOR SENATE BILL NO. 67(JUD)                  
  incorporating  the  new  changes.   Without  objections,  so                 
  ordered.                                                                     
                                                                               
  SENATOR LITTLE thanked the efforts of MR. JOHANNSEN and  the                 
  departments for their work on the legislation.                               
                                                                               
  SENATOR JACKO moved to pass CS FOR SENATE BILL NO. 67(JUD)                   
  (MENTAL  HEALTH   TRUST  AMENDMENTS)  from   committee  with                 
  individual recommendations.                                                  
                                                                               
  Before passing  the  bill  from  committee,  SENATOR  TAYLOR                 
  thanked  participants  in  the settlement.    He  moved CSSB
  67(JUD) from committee without objections, so ordered.                       
                                                                               
  SENATOR  TAYLOR  returned  SB 51  (WORK  CAMPS  FOR JUVENILE                 
  OFFENDERS)  sponsored by SENATOR RANDY PHILLIPS to committee                 
  and reviewed the  previous hearing on  the bill for  SENATOR                 
  LITTLE.

  SENATOR  HALFORD  moved to  pass  SENATE  BILL NO.  51  from                 
  committee   with    individual   recommendations.    Without                 
  objections, so ordered.                                                      
                                                                               
  SENATOR  TAYLOR   returned  SB  152   (WEIGHTS  &  MEASURES:                 
  INSPECTIONS/CITATIONS)  recommended  by  the   Governor,  to

  SENATOR HALFORD  moved  to pass  SENATE  BILL NO.  152  from                 
  committee   with   individual   recommendations.     Without                 
  objections, so ordered.                                                      
                                                                               
  SENATOR TAYLOR returned SB 58 (PHASE OUT LONGEVITY BONUS) to                 
  committee and explained the provisions of the bill.                          
                                                                               
  SENATOR HALFORD said it was not an easy solution.                            
                                                                               
                                                                               
  SENATOR LITTLE said her district was split on the issue, and                 
  she was having difficulty in making her decision.

  SENATOR JACKO indicated  he had a  similar situation in  his                 
  district.  There was a short discussion on  this fifty/fifty                 
  split  in everyone's district on the phase-out of the bonus,                 
  and  SENATOR  TAYLOR decided  to  send  the bill  on  to the                 
  Finance Committee.                                                           
                                                                               
  SENATOR JACKO move to pass SENATE BILL NO. 58 from committee                 
  with  individual recommendations.    Without objections,  so                 
  ordered.                                                                     
                                                                               
  There  being  no   further  business  to  come   before  the
